Why He Was Not in the Finale

He never trusted Soldier Boy enough to wake him up while things were still going his way, and by the time the finale arrived, events moved too fast for him to make the call.
The Boys never had a reason to wake him. Billy Butcher and the team viewed Soldier Boy as a worst case scenario, not a tool. They assumed he would side with his biological son out of bloodline loyalty. Once they had the Supe targeting virus, they had a faster, cleaner way to take down Homelander that did not require unleashing a second uncontrollable super soldier.
The writers wanted to protect the character. Killing Soldier Boy in the crossfire would have closed the door on Vought Rising. Leaving him frozen preserves the asset for the spin off and the wider universe.
